Challenged Hunter Access/Mobility Permit (CHAMP)

The AZGFD may issue a Challenged Hunter Access/Mobility Permit (CHAMP) to a permanently disabled applicant who:

• Has no more than 10% maximum functional use of one leg, regardless of the functional level of the other leg
• Has a visual field of no more than 20% in his or her best functioning eye
• Has vision of 20/200 or less after correction in his or her best functioning eye

To apply for a CHAMP, an applicant must use the proper form, which is available from any AZGFD office. On the form, the applicant must provide a statement from an M.D. (doctor of medicine) or a D.O. (doctor of osteopathic medicine) in which the physician affirms the applicant's permanent disability.

A CHAMP authorizes the holder to:

• Discharge a firearm or other legal hunting device to take wildlife from a motor vehicle, if:
  • The discharge is lawful and…
  • The motor vehicle is motionless and the engine is turned off and…
  • The motor vehicle is not on any roadway.
• Discharge a firearm or other legal hunting device to take wildlife from a watercraft (except a sinkbox)—including a watercraft propelled by a motor, sail and wind, or both—if the watercraft is not underway. A watercraft under power may be used to retrieve dead or wounded wildlife, but the discharge of a firearm from a watercraft is prohibited if the watercraft is underway.
• Use off-road locations in a motor vehicle, if:
  • The use is not in conflict with other laws and…
  • The motor vehicle is used as a place to wait for game.
• Designate an assistant to track and dispatch a wounded animal, and to retrieve the animal.

A CHAMP does not authorize the use of a vehicle to chase or pursue wildlife.
